Following the 139th session of the UN Human Rights Committee and its review of the United States held in September, over a dozen organizations submitted a joint review of US compliance with its obligations under the International Covenant on Civil and Political Rights (ICCPR), including with regard to the use of lethal force outside of armed conflict.

This statement is submitted jointly by the following organizations: Amnesty International USA, Center for Civilians in Conflict (CIVIC), Center for Constitutional Rights, Center for Victims of Torture, Columbia Law School Human Rights Institute, Demand Progress Education Fund, Friends Committee on National Legislation, Government Information Watch, Human Rights First, Human Rights Watch, MPowerChange, National Religious Campaign Against Torture, Reprieve, and September 11th Families for Peaceful Tomorrows.
