For over a decade, the Monguno Local Government Area (LGA) in Northeast Nigeria has experienced violence and insecurity as a result of conflict between the Government of Nigeria and armed opposition groups (AOGs). While individuals in Monguno town agree that the security situation in the town and surrounding areas improved significantly in 2021 as compared to 2020, and that the situation was calmer than it had been since the AOG-related conflict reached the area in 2015, AOGs continue to pose a threat in many areas of the LGA and have repeatedly launched attacks on Monguno town.
In July 2021, Center for Civilians in Conflict (CIVIC) interviewed civilians, traditional leaders, members of the Civilian Joint Task Force (CJTF), humanitarian actors, and a government official to explore the impact of shifting AOG tactics on civilians and the Nigerian military’s response in Monguno town. The “Civilian Protection Snapshot: Monguno, Nigeria” captures the research findings and provides recommendations based on these findings and the analysis provided in this snapshot.
