About The Position

The Center for Civilians in Conflict is an international nonprofit with offices around the world working to improve protection of civilians caught in conflict zones. Our mission is to work with armed actors and civilians in conflict to develop and implement practical solutions to prevent, mitigate, and respond civilian harm.

The Technical Director (TD) has overall responsibility for setting the strategic vision and implementing CIVIC’s program in the Sahel, which focuses on supporting the G5 Sahel Joint Force’s (G5S-JF) efforts to implement the human rights compliance framework (HRCF). The HRCF includes mechanisms for civilian casualty and incident tracking, screening, training, rules/regulations/standard operating procedures, planning and operations that take into account human rights and international humanitarian law, after action reviews (AAR), and accountability measures. The successful candidate will possess a mix of technical skills working with militaries on protection of civilians as well as superb program management, human resources management and leadership skills. The TD will be responsible for providing technical assistance and advising the G5S-JF, as well Sahelian governments, on implementing efforts to mitigate harm to civilians. The TD, along with support from headquarters, will also be responsible for managing, recruiting and supervising staff and consultants, ensuring overall financial management and accountability, adhering to the technical requirements and deliverables in CIVIC’s grant(s), and achieving the results set out the program documents and codified in monitoring, evaluation, and learning (MEL) plan(s).

Location:                     Bamako, Mali, with frequent travel to Niamey, Niger (and potential for periodic travel to Burkina Faso, Chad and Mauritania, Europe and the United States as well as travel to more remote locations in the Sahel)

Travel:                         Up to 50%-60% required (domestic and international)

Staff Reporting:        Staff in-country full-time plus consultants in the region and on temporary duty


Overall Management and Leadership

·      Provide strategic vision and direction for overall program implementation and engagement with the G5S-JF; program implementation and reporting; grant management; financial planning; human resource planning and management; and work closely with the country team to accomplish the strategic goals.

·      Manage financial resources and provide oversight for grants (with assistance from country operations manager).

·      Manage project personnel and consultants, including the support of their ongoing professional development as appropriate.

·      Represent CIVIC in formal and informal meetings with governments and security officials, international organizations, donors, and national civil society groups pertinent to CIVIC project activities.

·      Serve as the field liaison to the Office of the High Commissioner for Human Rights (OHCHR), which oversees implementation of the HRCF.

·      Identify opportunities to expand programmatic work through partnerships and additional funding.

 

Programmatic

·      Oversee the provision of, and directly provide, technical expertise to the G5S-JF pertaining to the protection of civilians in armed conflict.

·      Oversee the design and implementation of the G5S-JF’s tools, systems, processes, tactics/techniques/procedures to minimize the harm caused to civilians during operations and foster better protection of civilians. 

·      Deliver workshops on the key tenets of civilian harm mitigation and protection of civilians to military and civilian members of the G5S-JF and associated governments.

·      Oversee and conduct advocacy with senior government and military officials to advance programmatic and policy changes related to the protection of civilians and the HRCF.

·      Oversee and coordinate the program portfolio to ensure the highest level of project quality and accountability, while fostering continuity through building the capacity of external partners, including the G5S Joint Force.

·      Disseminate findings from CIVIC’s work that are of importance to decision-makers in a position to fund or implement projects in the Sahel.

·      Keep CIVIC’s international and national partners and others informed about progress of the projects, plans for the development of new programs/projects/activities.

 

Financial and Administrative

·      Provide oversight to finance and administrative services including procurement, property management, human resources management, vehicle and facilities management, and staff safety and security (led by in-country operations/security manager).

·      Work with CIVIC headquarters to manage the development and implementation of annual and project budgets.

·      Ensure the preparation and accuracy of financial and narrative performance reports that comply with grant or contract agreements and ensure compliance with all aspects of donor funding and CIVIC policies.

·      Ensure timely submission of financial and performance reports within CIVIC’s established guidelines.

·      Authorize expenditures for grant or contract allocations and ensure compliance with procedures required by grant or contract agreements.

·      Hire and manage personnel in compliance with CIVIC policies, and help to develop staff capacity.

Requirements

·      Twelve or more years of experience in security sector (military and/or internal security), human rights, peacebuilding and conflict mitigation, or related field.

·      Master’s degree or equivalent.

·      Ten or more years in management positions, with responsibility for recruiting, supervising, and developing staff.

·      Minimum of eight years’ experience training and/or advising militaries, preferably on issues pertaining to protection of civilian in armed conflict.

·      Past operational experience with armies, air force, or navies strongly preferred.

·      Proven knowledge on best practices and lessons learned on protection of civilians in armed conflict as well as military staff planning and procedures.

·      Substantial program management experience overseeing program implementation, creating and adhering to MEL plans, producing donor/client reports, and ensuring compliance and delivery on all aspects of grants or contracts strongly desired.

·      Regional knowledge and experience working in the Sahel (including, ideally, in some of the following countries: Mali, Niger, Burkina Faso, Chad and Mauritania).

·      Demonstrated ability to undertake high-level representation and advocacy with senior government civilian and military representatives.

·      Experience advocating with security forces and governments for new policies or approaches to sensitive and complex issues, like protection, humanitarian access, or human rights.

·      Demonstrated ability to develop and adhere to budgets and oversee financial accountability.

·      Demonstrates the highest degree of integrity and professionalism.

·      Proactively solves problems and takes decisions within his/her area of responsibility and authorities

·      Willingness and ability to promote protection of civilians in a conflict-neutral manner.

·      Excellent interpersonal skills, including an ability to effectively lead a team, communicate a vision, make timely and transparent decisions, and manage conflict.

·      Excellent oral and written French and English language skills.

·      Experience delivering results, multitasking and managing staff in conflict and/or high-stress environments.

·      A sense of humor and passion for CIVIC’s mission.
