Men, women, boys, and girls experience conflict differently. Despite this fact, talk of “protection of civilians” too often refers to “civilians” in a gender-blind way rather than recognizing the important differences in protection concerns and needs.
CIVIC understands that gender equality, women’s empowerment, and gender-based violence must be accounted for in discussing civilian protection if the needs of civilians caught in conflict are to be truly met.
