Within the project “Strengthening Civilian Protection in East of Ukraine”, implemented during 2020-2021 with the financial support of the German Federal Foreign Office, CIVIC helped foster civil-military dialogues and cooperation in communities located along the contact line in Donetsk and Luhansk oblasts.

A comprehensive approach to civil-military dialogues creates a favorable environment for trust-building, where civilians and the military recognize protection needs and concerns, interests, expectations, and goals. The dialogues helped communities engage with the military to resolve civilian protection issues, increase trust, and reduce the tension in communication between the military and community members.

The experiences of Troitske and Hranitne communities, located along the contact line in eastern Ukraine, present a blueprint of how dialogues can positively impact civilians’ lives. Civil-military dialogues also contribute to the peaceful co-existence of Ukrainian citizens in the territory that is now in the epicenter of military actions.
