The Primacy of Protection: Delivering on the MINUSCA Mandate in the Central African Republic



Since its initial authorization by the United Nations Security Council in 2014, the protection of civilians has been one of the priorities of the UN Multidimensional Integrated Stabilization Mission in the Central African Republic, or MINUSCA. CIVIC traveled to Bangui and Bria in December 2016 to assess the implementation of MINUSCA’s protection of civilians mandate, speaking with civilians, officials from the UN mission, humanitarian organizations, and diplomats. This report provides a background on the protection crisis in CAR, drawing on three cases and others to highlight challenges and good practices in the implementation of the mission’s mandate. It offers recommendations to the mission, the UN Secretariat, the Security Council, and troop and police contributing countries to improve the protection afforded to CAR’s vulnerable civilians.
